On Tuesday the DWP published data showing that the number of unemployed migrants receiving Universal Credit has increased by 55% since April 2022.

771,000 unemployed migrants were in receipt of the benefit in January 2026, up from 497,000 in April 2022.

New research by the Centre for Migration Control has revealed that households containing at least one unemployed foreign national received £10.6bn in Universal Credit between January 2024 and June 2025.

This is the first time that the DWP has disclosed the amount received in welfare by unemployed migrants.

Across the same time span, a total of £15.1bn was paid out in Universal Credit to households where at least one resident was a foreign national.

This means that 70.4% of all Universal Credit paid to foreign national households was to those containing at least one unemployed migrant.

For the calendar year 2024, a total of £9.533bn was paid to households containing at least one foreign national (non-CTA) who had passed the Habitual Residence Test. Of this amount, £6.695bn went to households where at least one foreign national was unemployed (70.2%).

In 2024, the median annual earnings for a full-time employee was £37,439 (https://www.ons.gov.uk/employmentandlabourmarket/peopleinwork/earningsandworkinghours/datasets/ashe1997to2015selectedestimates Table 2).

This would equate to a National Insurance and Income Tax payment of roughly £7,000.

This would mean that the amount of UC paid to households containing an unemployed foreign national was the equivalent of the tax and NI paid by 950,000 full time employees. (Although those households receiving UC may also contain an employed individual paying income tax and NI).

It should also be noted that some foreign nationals receiving UC and classed as unemployed may be self-employed.

In the first six months of 2025, a total of £5.587bn was paid to foreign national households, of which £3.964bn went to households containing an unemployed foreign national (70.9%).

What this means for the British taxpayer

An annual total of £6.695bn is equivalent to every household in Britain (28.6m) paying £251 just to support households containing an unemployed migrant.

It is equivalent to the starting salaries of 158,611 Metropolitan Police officers (£42,210).

It is 2.5 times higher than the combined Home Office’s resource expenditure on: Migration & Borders group, strategic operations for illegal migration, Border Security Command, Immigration Enforcement, and Border Security. (£2.608bn in 2024/25).

A single year of payments to households containing an unemployed migrant would cover the entire training of 20,474 doctors and 99,925 nurses (using University of Kent estimates of £327k for a doctor and £67k for a nurse).

What we already know about migrants and benefits:

July 2025: 1.298m foreign nationals receiving Universal Credit (759k are out-of-work)

At least 1.9 million foreign nationals are claiming some form of welfare support.

A foreign national passes the Habitual Residence Test, and becomes eligible for Universal Credit, every 43 seconds.

Migrants receive 200 Universal Credit adverse sanctions a day (198,771 between Jan 2023 and April 2025).

It is a no-brainer that we should be ending benefit payments to foreign nationals, especially those who are unemployed.

The British taxpayer does not exist to fund the lifestyle of migrants. It is unconscionable that hardworking men and women are being walloped with tax rises, and experiencing a decline in living standards, whilst billions are being wasted in this manner.

We need to end Indefinite Leave to Remain to ensure that the British welfare system only helps those who are citizens of this country.

There were 752,730 type-4 GP registrations in 2025 - greater than the total number of patients registered in each of the following areas: Liverpool, Bradford, Sheffield, Leicester, and Newcastle.

The total number of registered patients increased by 211,714. Meaning last year’s type-4 registrations were equivalent to 300% of the total increase in registered patients.

The number of patients registering from overseas is equivalent to the number of patients registered at between 80 and 290 GP surgeries.

Main

New research by the Centre for Migration Control reveals that there were 752,730 type-4 registrations with GP surgeries in 2025.

Flag 4 records reflect the number of individuals that register with a General Practitioner (GP) in England and Wales and whose previous address was outside the UK and who have spent more than three months abroad. This data has previously been a data source that is used to gauge migration levels. This figure could include a small number of Brits returning home and of migrants on visitor visas.

Over the same period, the total number of patients registered with a GP increased by 211,714 - from 63,724,968 (Jan 2025) to 63.936, 682 (Dec 2025).

This means that recent migrants registering with GPs account for over 300% of the increase in total patients registered.

There were a total of 6,491,948 registrations in 2025, with the vast majority of these being people who have internally migrated within Britain and have registered with a GP at their new address.

Implications

GPs are paid £112.50 per registered patient per year. The total number of registering flag 4 patients is equivalent to an increase in spending of £84.6million.

There were 6,229 GP practices in England in July 2025. This would mean that each practice received an average of 120.8 flag-4 registrations in just one year.

The median number of patients per practice is 9,015, which would mean that the equivalent of 83.4 new practices are needed just to meet recent arrivals.

Were a recent migrant to change GP surgery within their first year of arrival, they will not appear as a flag 4 registration. These are now officially the ‘Starmer Boats’.

The first recorded small boat crossing took place on 31st January 2018, when 7 migrants came across on 1 vessel. As the crisis enters its ninth year it is clear that the political class is no closer to ending the chaos.

As of 8th February 2026, 193,818 Channel migrants have arrived in Britain on 4980 boats.

Labour’s failed policies

We have known for a while that the problem has been made worse by Keir Starmer. On his first full day as Prime Minister he declared that the Rwanda deportation plan was ‘dead’ but has failed to devise any serious plans of his own.

“Smash the gangs”

Starmer recently told the BBC journalist Laura Kuenssberg Starmer that “we need to shoot down this idea that slogans, easy answers, quick fixes, shortcuts are what fix the country”.

This is ironic, given he took office claiming that the solution to the small boat crisis is to “smash the gangs” - a catchphrase that was repeated ad infinitum until being seemingly dropped in the middle of last year.

There is no evidence that a single gang has been “smashed”, or indeed that the government even has a metric in place to gauge the success of such a policy.

‘One in, one out’

The ‘one in, one out’ deal with France has been no such thing. The plan was announced in July 2025 yet in the first 5 months of operation, there were over 16,000 small boat migrants arriving in the country, 193 migrants returned (roughly 1% of arrivals) and 195 migrants received from France.

Return hubs

In early 2025, Starmer and the Labour government were happy for the media to report that he planned to send failed asylum seekers to third countries (only once they had exploited every available loophole and right of appeal).

The government intended to negotiate these “return hubs” with Balkan countries - and Starmer held several high-profile summits with leaders of these countries in pursuit of this aim. However, as of December, it appears that only the small country of North Macedonia is prepared to even entertain the idea, with others publicly refusing to engage in the plans.

“Restoring Order and Control”

In November, the Labour government announced its intended reforms of the asylum system (pending a public consultation that already looks to have been swamped by left-wing activist groups).

It was billed as a tough clampdown on those entering the country illegally, but in reality is no such thing.

Those who break into Britain will still have the right to obtain settlement. Although those on so-called “core protection” will have to wait twenty years to have the indefinite right to remain, the government plans to create several work and study routes that will give illegal migrants quicker access to indefinite settled status. This is a far cry from plans introduced under the last Conservative government that would have, quite straightforwardly, prohibited any small boat migrant from ever having the right to stay in Britain.

The worsening crisis

As we have discussed in a previous piece, the Labour government has poured fire on the asylum crisis.

In the year ending September 2025, just 2,272 small boat migrants were returned, which is 8% fewer than the year previously (and even then, 71% of these were returned to Albania).

There are 7,000 more asylum seekers in hotels than when Keir Starmer took office.

In the year ending September 2025, there were a record 110,051 asylum claims, with the National Audit Office estimating that the British taxpayer was forced to fork out £4.9billion in 2024/25 on the asylum system.

English language proficiency

The 2021 Census of England and Wales showed almost one million migrants spoke little to no English.

There were a total of 980,266 foreign born individuals living in England and Wales who responded that they “cannot speak English” or “cannot speak English well”.

This includes 111,000 Pakistan-born individuals, 104,000 Polish-born individuals, 97,000 Indian-born individuals, and 73,000 Romanian-born individuals.

Of the 5 million people for whom English is not a first language, 880,000 cannot speak it well. But there is a huge disparity between different nationalities and the proportion of those aged over 16 who “cannot speak English” or “cannot speak English well”.

Schools

Nationwide, one in five schoolchildren do not speak English as their first language. That is 1.8 million schoolchildren who primarily communicate in a language other than English. This rises to one in three pupils in Glasgow schools who do not speak English as a first language.

It is sadly inevitable that English-speaking students will suffer, through no fault of their own, as a result of these huge language barriers. The pace of teaching will be set by those with a less firm grasp of English, resources will be directed away from those who are fluent and towards supporting those for whom it is a second language.

Language is an acute expression of culture and these figures are demonstrative of the utter transformation seen in many parts of the country in just a few decades. Mass migration and the twin ideology of multiculturalism are harming the people of this country, especially those who live in neighbourhoods that are culturally divided.

Interpretation and translation costs are obscene.

It is the taxpayer who is suffering as a result of poor English language skills becoming more widespread.

In 2024/ 25 the NHS spent £130,000 a day on translation costs for non-English speakers, (£64m), It has also recently been revealed that the NHS has earmarked a further £73m for translator contracts.

The Department for Work and Pensions is spending £8m a year on interpreters for those claiming Universal Credit.

In 2023/24 HM Courts and Tribunal Services spent £12.7m a year on translation and interpretation, and a total of just under £42m since 2020, reflecting the large number of migrants who go through the court system.

English for Speakers of Other Languages

Following a freedom of information request by the Centre for Migration Control, the Department for Education has revealed that the number of foreigners receiving taxpayer-funded ‘English for Speakers of Other Languages’ lessons increased to 168,730 in 2024/25.

This is an increase of 44,090 from the 124,640 receiving the training in 2019/2020 - an increase of 35.37%. See the published data here.

The data shows that since 2018/2019 the Department for Education has spent £347m in funding for ESOL.

This, however, is just a small part of the overall cost placed on the shoulders of taxpayers. ESOL funding comes from the Adult Education Budget/ Adult Skills Fund (ASF), which in 2019 was devolved in large swathes of the country to mayoral combined authorities and the GLA. 62% of the ASF budget is now administered by these devolved bodies.

The FOI responses from most of these combined authorities indicated that there is no fixed funding designated explicitly for ESOL, and that English language skills are increasingly being subsumed into broader skill courses.

This was the case for the Liverpool City Region Combined Authority who told the CMC “whilst The Combined Authority does not allocate funds directly for ESOLtraining provision, Adult Skills Funds are allocated annually for all publicly funded curriculum to Colleges, Local Authorities and independent training providers to be delivered to Liverpool City Region residents.”

Some, such as the West Midlands Combined Authority and Tees Valley Combined Authority, were able to provide a response and the data shows hundreds of millions pounds have been spent since the ASF was devolved:

In addition, the North East Combined Authority has spent over £17m since 2020,

However, it is safe to say that, at the devolved level, it is not possible to get a full picture of how much has been spent on itemised ‘ESOL’ courses.

It is therefore only partially true when groups complain that ESOL funding has been ‘cut’ since 2010. The reality is that the devolution of the ASF and the incorporation of English language training within wider budgets makes it difficult to obtain a full picture.

What we are able to see, however, is that there has been a surge in number of people undertaking explicit ESOL courses and this shows us two things:

Firstly, that the language requirements for legal migrants - which are only being raised under this Labour government for a small number of visa routes - have been too lax.

Secondly, given a large number of these will be refugees, the argument that illegal migrants/asylum seekers come to Britain “because they already speak English” is patently untrue.

It is worth noting that areas of Britain with a large foreign born population are increasingly ghettoised and the need for recent arrivals to develop their English language ability in order to function in society is diminished as they are able to get by in segregated areas with their native tongue, the increase shows these gehh

Nonetheless, money is being directed away from the public’s priorities in order to facilitate the “integration” of those who arrived in the country without the basic needs to get by. It is often argued that such funding is essential because communities will fracture without the largesse of the Treasury being extended to those who cannot speak English. But surely a better way to ensure communities do not fracture is to operate an immigration policy that requires competence in the language to be an essential pre-requisite….

The government plans to increase English language requirements for some legal migrants

Earlier this month, new language requirements were introduced by the Home Secretary that will require migrants on certain visa routes to meet A-level English language standards before being given a visa.

It is welcome that we are moving away from the previous rules, which only required GCSE standards. However, this will only apply for those on certain work visa routes.

Moreover, the government is scrapping requirements for applicants to sit tests in overseas centres overseen by examiners, and moving towards an online-only approach that leading test providers claim will lead to widespread cheating through AI, impersonators sitting the exam for applicants, and the use of secret devices.

Of the 9,771 arrests carried out by BTP officers in the year 2024/2025, 3,688 (37.7%) of these were foreign nationals.

This includes 36.6% of the 614 sexual offence arrests, 35.7% of the arrests for violence, 39.6% of arrests for drug offences, and, staggeringly, 79.3% of arrests for theft of passenger property.

Using data from the ONS’ Labour Force Survey, we can see that the non-UK national share of the population aged between 16 and 44 is 17%. This is clearly concerning in and of itself. It should also be noted that the LFS often understates the size of the foreign national population due to methodological problems.

But even with this caveat, it still means that we are seeing a huge overrepresentation of foreign nationals in these arrest statistics.

The country is seeing an “epidemic of violence” on the railways, as the number of crimes has increased in the last year. Whilst violent crime has allegedly decreased across the country, it has surged by 7% on mainline rail. There has been an increase of more than 200% in reported crime on Britain’s railways since 2015.

The fact that foreign nationals accounted for nearly 80% of theft arrests on trains is indicative of how mass migration has led to an increase in ‘low-level’ crime which might be dismissed by certain columnists and members of the commentariat, but have a direct impact on the public’s quality of life.

Arrests do not necessarily equate to guilt, and a huge number of crimes on Britain’s railways go unsolved or are simply not investigated at all. But these figures provide the best indication of what is driving this surge.

The British Transport Police cover Britain’s railways, as well as the transport networks of major conurbations including the London Underground, the Glasgow Metro, and the Midland tram system.

New research by the Centre for Migration Control reveals that in the last year of available data there were 172,889 foreign national arrests recorded by the 43 territorial police forces of England and Wales and the British Transport Police (BTP).

This is the equivalent of 473.66 arrests a day;

19.7 every hour;

or an arrest every 183 seconds (3 mins, 3 secs).

The data shows arrests for offences ranging from murder, grooming of children, manslaughter, rape, and possession of a firearm, through to immigration offences - including efforts to facilitate the illegal entry of others - and stalking.

About the data

The Freedom of Information requested was as follows:

“Please provide within 20 working days data for the year ending 31 March 2025:

The total number of arrests of foreign nationals made by your police force for the year ending 31 March 2025.

The total number of arrests of foreign nationals made by your police force for the year ending 31 March 2025 for the following offence categories:

- Sexual offences
- Violence against the person
- Drug offences
- Theft”

Of the 44 police forces, 39 responded, showing a total of 163,009 arrests.

• 50,507 of these were for violent offences

• 11,271 of these were for sexual offences

• 13,864 of these were for drug offences

• 13,400 of these were for theft.

However, the number of migrant arrests across these forces will actually be higher. This is because, whilst the FOI request made it clear it was interested in the number of foreign national arrests, several police forces interpreted this as the number of foreign nationals arrested. This will have the effect of understating the total number of arrests because an individual can be arrested for multiple offences at once.

Of these 39 police forces, 36 provided information on the number of arrests for drug, violence, sexual and theft offences. Surrey and Greater Manchester police were unable to provide all of this information in a usable format, whilst the City of London has woeful data practices and thus did not have a breakdown by offence category.

Supplementary data from the five non-responsive forces

Of the 5 forces which were unable/unwilling to provide a response, the CMC has data from a previous FOI request (covering 1st January 2024 to the end of October) which will allow us to supplement the above data.

The Freedom of Information request (sent 24th October 2024) was as follows:

“a) the total number of arrests made by your organisation since 1 January 2024

b) the number of arrests of foreign nationals by your organisation since 1 January 2024

c) If possible, a breakdown of the alleged crimes committed by arrested foreign nationals since 1 January 2024.

d) If possible, a breakdown of arrested non-UK nationals by their nationality”

There were 9,880 arrests recorded in the data provided by these 5 police forces, with 880 sexual offence arrests.

Of course, given that these figures only encompass the first ten months of 2024, rather than April 2024 - March 2025, they do not cover the exact same 12 month period as data from the other 39 police forces. They do, however, cover seven months of the same period, and thus provide an indication.

The numbers provided will be an underestimate of the actual number of annual arrests, given it is data for a ten month period rather than a full twelve.

Why did these police forces not provide the information?

There is immense public interest in this type of information at the moment. In July 2025 there were allegations of a cover-up levelled against Warwickshire police as officials were hesitant to release details on the nationality and immigration status of tho man charged with raping a 12-year-old girl in Nuneaton.

The council leader of Warwickshire, George Finch went over their heads, informing the public that it was an Afghan illegal migrant who had committed the crime.

Since then, police forces have been advised that it is important to release details regarding a suspect’s nationality and ethnicity at the earliest opportunity.

Transparency is essential for the public to understand the true impact that mass migration has had, and is having, on our streets.

Despite this push, five police forces were unable to provide information to the CMC on the number of foreign national arrests between April 2024 and March 2025 - displaying woeful data handling practices. This was due to a combination of factors staff incompetence (Merseyside in particular), redundancies (West Mercia), improper advice from data analysis teams to disclosure officers (Cheshire). The result is that these forces have falled foul of FOI laws, and the public is kept in the dark.

In Essex, where the local constabulary should be aware of the importance in providing such information due to justifiable anguish regarding the Bell Hotel, the CMC did not receive any acknowledgement of the request until 18th December (the request was sent on 7th November). Even then, we were simply told “the level of service provided has been below what is expected. Our attention is focused on your request and we shall shortly be contacting you, please rest assured that the level of service from this department is our priority”. We are still awaiting their response.

Police forces are required to alert Immigration Enforcement when they hold a foreign national in custody so that immigration status checks can be conducted. This data therefore exists, and yet the government refuses to publish it despite repeated attempts by parliamentarians. Similarly, as the below FOI response from Derbyshire Constabulary shows, information on crimes committed by asylum seekers in hotels is held, but is not being released on spurious grounds.

The public is not allowed to know the impact of mass migration, and the Channel crisis, because authorities believe it will cause discontent. A better way to circumnavigate this discontent, perhaps, is for the government to pursue policies that prioritise the safety and wellbeing of the public.

There is an important point here. It is sadly inevitable that we will see more high-profile instances of migrant crime in the coming weeks and months. The public will be rightly angry and demand answers. If police forces - especially those covering large populations such as Merseyside - are beset with internal incompetence and faulty practices, there is a real risk that answers cannot be given to vital questions and that the much-needed national conversation is stymied.

What we already know about migrant crime

The Ministry of Justice refuses to publish comprehensive data on migrant crime, but we have enough of a snapshot to know that it is a significant problem.

• There are nearly 11,000 foreign nationals in Britain’s prisons.

• There are 19,000 foreign national offenders who are liable for deportation after having committed serious crimes, but yet have been released back into the community.

• There were 130,000 foreign national convictions between 2021 and 2024.

• In 2024, foreign nationals accounted for over a quarter of sexual assault convictions and 22% of rape convictions.

• Certain nationalities - such as Afghans and Eritreans - are 20 times more likely to be convicted of sexual offences than Brits.

• In London up to 47% of those charged for sexual offences were foreign nationals in 2024.

What needs to happen?

• Follow the example set by Donald Trump and introduce a ‘red list’ of countries that are unable to obtain visas.

• Amend legislation so that any foreign national convicted of a crime immediately becomes liable for deportation and, crucially, actually begin deporting them (not bribing them to leave as the Labour government is doing and as we saw in the case of child sex offender Hadush Kebatu).

• Make it an aggravating offence to commit a crime in Britain as a foreign national.

• Make it a requirement for all migrants, not just those on certain visa routes, to produce a Criminal Record Certificate for countries where they have resided.

Below we set out just 4 ways in which the Labour government is failing the people of this country.

Record number of asylum claims:

The year ending September 2025 saw the highest number of asylum claims on record, with 110,051 claimants. This far surpassed the previous record of 103,081 in 2002 and was 13% higher than 2024.

Just 41% of asylum claims came from those who had arrived on small boats (45,183), with another 38% of asylum applicants having initially arrived in the UK legally on a Home Office awarded visa (41,461).

For those who first arrived on a visa:

34% (14,243) held a study visa,

32% (13,427) held a work visa,

20% (8,258) held a visitor visa.

This does not mean that the visas were still valid. Many of these individuals will have been visa over-stayers (illegal migrants) who were using the asylum process to legitimise their presence in the country.

Allowing asylum claims from those who arrived to work or study is laughable, and ripe for corruption. One in ten asylum claims are made by Pakistan nationals. In the year ending September 2025, Pakistan was the top nationality for asylum claims with nearly 90% of these coming from individuals who had first arrived on a visa.

Asylum expenditure: £4.9 billion in 2024/25

The National Audit Office estimates that in FY 2024/25 the Home Office and Ministry of Justice spent a combined total of £4.9 billion on the asylum system.

Methodology devised by Jamie Jenkins at suggests that a British taxpayer earning the median salary will pay £8,081 in income tax and national insurance contributions. This means that the entire tax bill of 606,380 British workers was wiped out by the asylum system last year.

More migrants in hotels

The Labour government made a manifesto commitment to end the use of hotels by the end of the parliament.

But they are failing - miserably.

In September 2025, the number of asylum seekers in hotels was 36,273, an increase of 4,232 from June 2025, and 7,000 higher than when Labour took office.

It has also been reported that the Labour government has begun planning for asylum contracts that will run until 2039. Although these contracts may focus more on the use of HMOs or other forms of accommodation, it is clear that ministers do not envision the asylum crisis ending anytime soon.

The government is clearly panicking. As thousands continue to pour across the channel, and illegitimate claims continue to be made by those who entered on visas, it is desperately searching for alternatives to hotels.

This is why it was posited that illegal migrants be housed at the Crowborough military barracks. It is also why the government is now looking to house asylum seekers in newly-built council homes.

Removal of small boat migrants is falling

Labour ministers frequently lie about the number of illegal migrants being deported or removed from the country.

In the year ending September 2025, just 2,272 small boat migrants were removed from Britain by Labour. This is 8% lower than the number removed in the previous year. It also conceals the fact that nearly three quarters of these returns are Albanian nationals who can be sent back as the result of a bilateral deal secured by the last Conservative government.

We are now approaching 200,000 small boat crossings since the crisis began in January 2018, yet over this period just 6,787 Channel migrants have been removed.

Labour has been keen to spout that 50,000 illegal migrants and foreign national offenders have been removed since the party took office.

However, just 11,447 of these were ‘enforced returns’ (deportations). Nearly half (22,289) were ‘controlled’ or ‘other verified’ returns, where the Home Office did nothing and was simply alerted to the fact that an individual was leaving Britain (often only discovering that this had taken place long after the fact). A further 11,817 were ‘assisted returns’ where the government pays illegal migrants to leave the country.

Of the 11,447 enforced returns, 7,612 (66%) were to European countries. Just 243 (2%) were from the top 5 nationalities claiming asylum.

Conclusion

Whether it’s the aborted “smash the gangs” strategy, the failing ‘one in, one out’ deal with France (which has seen deported individuals sneak back into Britain), or Starmer’s desperate pleading with Balkan states to sign an offshore processing agreement, this Labour government has poured petrol on the asylum crisis.

The costs are a huge problem, at a time when the British taxpayer is being walloped by an incompetent Chancellor, but the far bigger problem is the social and cultural erosion that is taking place.

Each sexual assault, murder, or heinous crime committed by a small boat migrant is the direct result of Home Office failures. We know that those nationalities most likely to arrive in the UK on small boats - Afghanistan and Eritrea - are 20 times more likely to be convicted of a sexual offence than a British national, and yet the political class are happy to sit on their hands and watch the chaos unfold.

This has cost us over £28bn since March 2022, and over £10bn in 2024 alone.

Now the Centre for Migration Control can reveal the sheer number of foreign nationals looking to access Britain’s welfare state:

The number of foreign nationals Habitual Residence Test passes has increased by 78% between 2022/23 and 2024/24.

There were a total of 1.9 million foreign nationals HRT passes between March 2022 and September 2025.

In 2024/25 a migrant became eligible for Universal Credit every 43 seconds after passing the HRT.

Non-EEA nationals now make up the majority of those passing the HRT. Credit.

A surge in HRT passes

New research by the Centre for Migration Control shows an explosion in the number of foreign nationals passing the ‘Habitual Residency Test’ (HRT) - a prerequisite for those looking to claim Universal Credit.

Between March 2022 and September 2025, there were 1,953,400 HRT ‘passes’.

Between October 2022 and September 2023, there were 411,700 HRT ‘passes’, yet just two years later (Oct 24 - Sep 25) this had increased by 78% to 734,200.

In May 2023 there were 27,900 foreign nationals passing the HRT, yet just two years later, in May 2025, this had surged to 70,700 (an increase of 150%).

When broken down by nationality, there is a huge disparity between EEA nationals and non-EEA nationals, reflecting the changing nature of Britain’s immigration system as well as the increased prevalence of welfare dependency amongst non-EEA nationals.

Between 22/23 and 24/25 the number of EEA nationals passing the HRT each year increased from 269,000 to 319,600 (an 18.8% increase). For non-EEA nationals, the number passing increased from 142,700 to 414,600 (an increase of 190%).

Until November 2024, EEA nationals made up the majority of those passing the HRT for every month on record. This has now shifted and in 2024/25 non-EEA nationals made up 56% of HRT passes.

1.953m HRT passes between March 2022 and September 2025 means that 1,492 migrants become eligible every day (more than one a minute) and 10,446 become eligible every week.

In the last 12 months of data (October 2024 - September 2025) this becomes even more stark, with 14,077 becoming eligible every week, or 2,011 every day. This breaks down to 84 becoming eligible every single hour, or one every 43 seconds.

The total number of annual HRT applications received has also increased from 493,000 in 2022/23 to 821,600 in 2024/25. There were a total of 2,255,800 HRT applications over this period.

The pass rate between March 2022 and September 2025 was 86.5%. However, this has been steadily increasing. Between October 2022 and September 2023, the pass rate was 83.51%. This had increased to 89.36% between October 2024 and September 2025.

About the data

An individual only undergoes the HRT when they apply for benefits. “The DWP states: Claimants do not ‘apply’ to the HRT, but rather DWP may carry out the HRT to check a claimant meets the entitlement conditions when they apply for benefit or during their claim if their circumstances change.”

An individual can apply for Universal Credit, pass the HRT, but still not be paid Universal Credit because they do not meet other qualification requirements.

These figures therefore give us, for the first time, an indication of the demand for Universal Credit from foreign nationals - especially from those who are not eligible.

The fact that there were 302,600 HRT fails between March 2022 and September 2025 shows that many foreign nationals who do not reside in Britain have chanced their arms at accessing the welfare state.

Furthermore, the fact that there have been 1.9 million HRT passes, but there are currently just under 1.3 million foreign nationals in receipt of Universal Credit, shows again that many foreign nationals have applied for Universal Credit with circumstances that would not make them entitled.

There are likely instances within the data where an individual has applied multiple times, thus the topline figures cannot be taken as a direct indication of the number of people passing the HRT.

Those on refugee and humanitarian routes are not required to pass the HRT in order to claim welfare support. Previous research by Oxford’s Migration Observatory suggests 66% of refugees are claiming Universal Credit.

Between January 2023 and April 2025, there were 198,771 “adverse sanctions” issued by the Department for Work and Pensions against foreign nationals claiming Universal Credit.

Over the same time period, there were a total of 1,356,226 adverse sanctions applied. This means that 14.6% of all adverse sanctions applied over the time period were migrants.

Those receiving Universal Credit, and out of work, are required to enter into a “claimant commitment” with the DWP that includes “appointments with their work coach”, “updating their CV”, “searching for jobs”.

Universal Credit claimants are “sanctioned” when they fail to demonstrate that they are honouring the terms of their “commitment”.

In just 28 months, there were nearly 200,000 instances where an individual had failed to adhere to these pretty modest requirements - which works out at just over 1,600 a week.

Of the 50,655 sanctions issued in April 2025, 7,752 (15%) were against migrants.

In January 2023, there were 5,494 sanctions applied against migrants, but by April 2025 this had increased to 7,752. That is an increase of 41%.

Breakdown

Nationality: There were 99,269 sanctions against EEA nationals, 73,134 against non-EEA nationals, and 26,368 sanctions against migrants whose nationality could not be determined.

Immigration Status: There were 118,563 sanctions against those on the EU Settlement Scheme, 8,092 sanctions against those on humanitarian routes, 29,182 against refugees, 27,737 against those with Indefinite Leave to Remain, 12,732 against those with Limited Leave to Remain, and 2,465 on other or undeterminable immigration statuses.

About ‘adverse sanctions’

To receive Universal Credit, a claimant must commit to a “claimant commitment” which sets out what is expected from them. These “work-related requirements” are designed to ensure those in receipt of public support are not simply drifting into idleness.

Individuals earning the full-time National Minimum Wage, are disabled or have long-term illness, are over pension age, or are the lone carer for a child under one, are not usually required to enter into “work-related requirements”,

For others, either out of work completely, or working less than it is judged that they could, there are a scale of fairly modest requirements that they must meet to justify their continued receipt of state support.

• ‘Work-focused interview requirements only’: periodic interviews to discuss their potential to return to work.

• ‘Work preparation and work-focused interview requirements’: attendance at skills assessments, training, improvement in personal presentation, undertaking work experience.

• ‘All work-related requirements’: spend a set number of hours each week looking for work, take a job offer, or a better paid job, if it arises.

A sanction reduces Universal Credit payments to the individual by 100% for each day that it is in place. The duration varies. At the lowest level, a sanction will simply be in place from the data of the missed appointment until the claimant arranges a new one, at the highest level they will last for three months.

New research from the Centre for Migration Control shows the huge fiscal problems that face Britain if Indefinite Leave to Remain is not overhauled to prevent the ‘Boriswave’ obtaining settled status.

The data, extracted by HMRC from its PAYE Real Time Information and Migration Worker Scan dataset, provides the earnings of 1.6m recent migrants across these 66 nationalities, broken down by paybands.

As of December 2024, there were nearly 879,000 payrolled foreign nationals who registered for a National Insurance number (NINO) between 2021 and 2024 (the period of the ‘BorisWave’) and are earning less than the median British employee.

There have been outlandish claims made by open-border advocates, who have claimed that recent migrants from countries such as Nigeria and India are earning more than the average Brit. This data, provided directly by HMRC, shows that these individuals are lying.

The total numbers:

HMRC provided the Centre for Migration Control with data of 66 nationalities that had more than 2,000 payrolled employees who had registered for a NINO between 2021 and 2024.

In December 2024, the median monthly employee pay for British nationals on a payroll was £2,470.

As of December 2024, there were 879,200 recently payrolled foreign individuals who had a median monthly pay that was less than £2,470. (Note, a proportion of this number are likely to be students, who are restricted to 20 hours of work during term time).

An overwhelming majority of these payrolled individuals came from just five countries: India, Nigeria, Pakistan, Ukraine, and Bangladesh.

It is worth noting that almost all Ukrainians who registered during this period did so under the humanitarian schemes established following Putin’s invasion of Ukraine. It is expected that a vast majority of these will return home once the war reaches a conclusion. This will not be the case with Indians, Pakistanis, Nigerians, and Bangladeshis, where a significant proportion will remain in order to obtain settled status.

Of the 66 nationalities in the data provided by HMRC, 35 of these had a majority of payrolled employees earning less than the British median salary. These nationalities accounted for a total of 1,257,800 (78.4%) of the payrolled individuals provided by this data .

There were 30 nationalities that had a majority of 2021 - 2024 NINO payrolled employees earning more than the British median. These nationalities accounted for just 21% of the data provided by HMRC.

Median monthly salary by nationality

Recently payrolled individuals from 39 nationalities had median pay that was below the British median. This includes nationalities that made up a large part of the ‘BorisWave’, including India (£2,283), Nigeria (£2,460), China (£2,246), Pakistan (£1,906), and Bangladesh (£1,876).

These 39 nationalities accounted for 1,247,200 recently payrolled individuals, which is 77.8% of the available data.

However, between them, these nationalities accounted for just 175,400 (13.3%) of foreign payrolled employees who had recently registered for a NINO.

The Home Office is currently looking to procure support for its “Home Office Returns Reintegration Programme” (HORP).

This scheme looks to support illegal migrants and foreign criminals who have either voluntarily returned to their country of origin or, more concerningly, have been deported from Britain.

There was justifiable outrage last month when the illegal migrant and child sex offender, Hadush Kebatu was given a £500 bung to return to Ethiopia.

Other reporting has revealed that foreign criminals who are returning to their country of origin are being paid up to £2,000. These returns are taking place under the Facilitated Return Scheme, which offers criminals and illegal migrants a sum of money so that they agree to return.

They are classified as “voluntary returns” and are often used as a cheaper alternative to fully-fledged deportations, or “enforced returns”, which estimates suggest cost the British taxpayer £15,000.

The number of actual deportations taking place has plummeted in recent years. In 2004, there were 21,425 enforced returns. By 2024, this had fallen to just 8,169, with a nadir during the period of 2020-2022 due to Covid.

The Labour government has been relatively unsuccessful in increasing the number of enforced deportations, having achieved just 9,071 in their first 12 months.

This means when Labour politicians, such as the immigration minister Mike Tapp, claim they achieved “record deportations”, they are lying.

Both centre-right parties in the UK have emphasised that they will look to increase the number of actual deportations undertaken over the course of the next parliament.

However, the fact that the Home Office is now seeking an expression of interest for a government contract (that will run from 2026 until 2028) suggests that we will require a future overhaul of how this process is being managed.

Earlier this month the Home Office put out a call for an expression of interest to gauge potential support from suppliers.

It is made very clear that “the programme supports voluntary and enforced individuals returning from the United Kingdom (UK), including those returning from the community and Foreign National Offenders.”

In other words, those that the UK has had to drag kicking and screaming out of the country will be eligible to receive this support.

The type of support that will be provided includes:

• Pre-departure information and airport reception and transportation;

• The provision of temporary accommodation;

• counselling and mental health support;

• signposting to locally available services;

• redocumentation;

• assistance with setting up a business;

• accessing educational opportunities;

• and vocational training.

Many in the country will be aghast at the idea that the British government will be paying to support individuals who have either entered our country illegally, or come to our country and been convicted of heinous crimes (such as Hadush Kebatu).

We have no moral or legal duty to support these individuals, and are especially under no obligation to help them access training, set up a business, or provide them with mental health support.

This is particularly pertinent when one considers the trauma that Kebatu’s victim suffered when she discovered that he had received £500 from the British government. She said it was “like he got paid for what he had done to me”.

The Home Office states that it has a responsibility to undertake this reintegration support due to Objective 21 of the United Nations’ Objective 21 of the Global Compact for Safe, Orderly and Regular Migration, a deal that Britain was dragged into by Theresa May. The deal requires Britain to reduce the burden on receiving states and to help support the needs of individuals.

The scheme currently applies to the following countries:

Albania, Bangladesh, Ethiopia, Ghana, India, Iraq, Jamaica, Nigeria, Pakistan, and Vietnam.

The Home Office is looking to extend this provision to: Algeria, DRC, Morocco, Somalia, and Sri Lanka.

This list of countries would mean that in the last 12 months, there would be 16,803 individuals who were returned (either voluntarily or enforced), who would be eligible to receive this support.

The scheme will also siphon off taxpayer money into the pockets of anti-British NGOs and campaign groups that masquerade as charities - giving them further financial firepower to help fight any future policy looking to restrict immigration:

Not only is the Home Office helping foreign rapists, predators, and illegal migrants set up businesses or get mental health support which is often unavailable to their British victims, but is financially supporting groups that fight for open borders.

Extending a financial offering to those who are being deported, not just those who are voluntarily returning, is egregious. It will increase the costs of deportation and undoubtedly act as a further pull factor.

A 2019 Impact Assessment by the Home Office shows the department assumed that between 3.5million and 4.1million individuals would settle in Britain under the EU Settlement Scheme (EUSS).

The latest data, from March 2025, shows that there have actually been 5.8 million individuals who have now obtained settled status, or pre-settled status under the EUSS.

The Home Office underestimated the number of people who would acquire status under the EUSS by 1.7 million.

The scheme gives EEA nationals, and their family members, who were living in Britain by the end of the transition period in December 2020, the right to claim benefits and live in the country indefinitely.

The latest DWP data shows that in June 2025, there were 764,429 individuals claiming Universal Credit who had been allowed to do so because of the EUSS.

Over half of these, 403,000, were not in employment.

Unbelievably, nearly 74,731 (both in employment and out of employment), were non-EEA nationals. It is curious that a EUROPEAN settlement scheme has allowed for so many non-Europeans to access Britain’s welfare system.

The EUSS was foisted upon Britain by the European Union, and the weakness of Theresa May meant that we capitulated.

Article 23(1) of the Withdrawal Agreement stipulates that “all Union citizens or United Kingdom nationals residing on the basis of this Agreement in the territory of the host State shall enjoy equal treatment with the nationals of that State”.

Despite immigration having been a key part of the Brexit campaign, and in particular the right of EU nationals to claim British benefits being a huge concern with the public, the Tory government never considered the option of denying this access.

The Home Office believed that not creating a route for settlement would be incompatible with the Withdrawal Agreement negotiated by Theresa May and thus the “option was not considered a viable option”.

How many migrants did the Home Office think would settle?

A key part of the 2019 Impact Assessment is estimating the number of “expected applications” that would arise under the EUSS scheme.

The Home Office estimated that the number of people able to apply directly for settled status (having been in the country for 5 or more years) would be 2.7million.

A further 0.9 million to 1.4 million, who had not yet been in the country for 5 years, would first have to apply for pre-settled status. This would allow them to remain in the country exempt from immigration controls, and put them on a pathway to settled status which they could obtain after 5 years residency.

In total, the Home Office’s internal analysis suggested that there would be 3.5 million and 4.1 million eligible individuals by the end of the transition period in December 2020.

Impact Assessment, page 6: “Home Office internal analysis estimates that the total number of EEA citizens and their family members eligible to apply for the EU Settlement Scheme by the end of the planned implementation period on 31 December 2020 is likely to be between 3.5 million and 4.1 million.”

Impact Assessment, page 16: “Home Office internal analysis estimates that, of the estimated 3.5 million – 4.1 million total eligible applicants for the EU Settlement Scheme, between 0.9 million and 1.4 million applicants may make a follow-up application in order to obtain settled status (indefinite leave to remain, ILR) under the scheme, having initially been granted pre-settled status”.

Whilst the Home Office was at pains to make clear that these figures were “indicative” and “should not… be considered as minimum and maximum estimates”, these were nonetheless the figures around which the scheme was devised.

And how many actually settled?

Using data from June 2025, there have been 4.3 million people awarded settled status under the EUSS. A further 1.5 million currently hold pre-settled status, and are on a pathway to settled status.

This means there are 5.8 million EEA nationals and their family members who have obtained settled status.

The figure is 1.7 million higher than the Home Office forecast in its Impact Assessment.

Of course, at the outset a scheme as large as the EUSS will be unable to precisely pinpoint the number of applications that it will receive. However, to be wide of the mark by 1.7 million is far from a simple rounding error or administrative mistake.

5.8 million people granted status is 41% higher than the Home Office’s upper estimate of 4.1 million, and 49% higher than the Home Office’s lower estimate of 3.5 million.

A backdoor for non-European migration

Impact Assessment, page 15: The Home Office also forecast that between 170,000 and 230,000 non-EEA family members would be eligible for the scheme.

June 2025 figures show there are 193,660 non-EEA nationals with pre-settled status, and 244,709 who hold settled status. The total number of non-EEA nationals, therefore, who hold status under the EUSS is 438,369, which is 208,000 more than forecast by the Home Office.

Where have people come from?

EU14: Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Portugal, Spain, Sweden. The founding members of the EU, and those who were members prior to 2004.

Just 1.538m (36%) of those holding settled status came from the EU-14

EU8: Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Slovakia, Slovenia. Those who joined the EU in 2004.

There are 1.574m people from the EU8 who hold settled status, 37% of the total figure.

EU2+Other: Bulgaria, Croatia, Cyprus, Malta, Romania

A total of 824,000 (19.5%) come from these countries

EEA and Switzerland: Iceland, Liechtenstein, Norway, Switzerland. Total = 34,898 (<1%)

How much has the scheme cost Britain?

Unlike Indefinite Leave to Remain, individuals were not charged to apply to the scheme, so no revenue was generated.

The Impact Assessment estimated that the scheme would cost at least £410 million in resource costs and £90m in capital cost over its lifetime (£655m in 2025 prices). This figure could potentially have risen to as high as £610m (£800m in 2025 prices).

We are currently seeing an almost-daily release of news stories that reveal the true scale of the migrant crime crisis gripping Britain.

We know from MoJ data that, last year, a quarter of sexual assault and rape convictions were foreign nationals.

In London, foreign nationals accounted for over 40% of charges for sexual assault, despite accounting for just 25% of the population.

The Casey Report into the rape gangs found that ‘asylum seekers’ were involved in the sexual exploitation of young British girls.

The five nationalities most likely to cross the English channel on small boats saw a 110% increase in sexual offence convictions between 2021 and 2024.

This is a problem that is afflicting every corner of our country, from Moray to St Ives, from Cardiff to East Anglia, and yet there has thus far been little recognition from politicians that we are facing a national security emergency.

The list does not include the broader problems involved with our border, assimilation, and asylum policies. As such, the heinous attacks on the Manchester synagogue - carried out by a refugee -, the Southport murders - carried out by the child of an asylum seeker -, or the countless crimes committed by those who arrived legally, are not included.

Elgin, Moray:

Afghan migrant, Rapualla Ahmadze told a vulnerable teenager, struggling with her mental health, that he was now her boyfriend. He then dragged the 17-year-old towards a play park before raping her. He will be sentenced this month.

Kuwaiti migrant, Zayed Alanzi was jailed for just 12 months following a sexual assault in the early hours of 28th April, 2025/

Alanzi demanded the suicidal mother come back with him to the migrant hotel that he was staying at. When she refused he grabbed her by the cheeks, squeezed her face, kissed her on the mouth and forced his tongue inside

Brighton, East Sussex:

The Iranian, Abdulla Ahmadi, and the Egyptians, Karin al-Danasurt and Ibrahim Alshafe were arrested and each charged with two counts of rape that took place on a Brighton beach.

The rape ‘allegedly’ took place in the early morning of Sunday 5th October, 2025 by the lower esplanade of Brighton beach. All three migrants required an interpreter when appearing in court.

Charing Cross, London:

Egyptian, Moustafa Elbohy is a failed asylum seeker who ‘allegedly’ raped a woman at Charing Cross railway station as she went home from a night out.

He did not speak a word of English and used a translation app to tell the woman “I want to f**k you”. He the grabbed the woman and raped her twice before she escaped by climbing over a wall.

Elbohy’s defence lawyer shamelessly claimed that he should be given bail because “he suffers from claustrophobia which will naturally be a problem within the prison environment. He gets extremely anxious.”

Lambeth, London:

Kamran Khan, from Pakistan, ‘allegedly’ raped and sexually assaulted an eight-year-old girl twice between September 2024 and July 2025.

He also forced the primary school pupil to watch sexual activity with him on multiple occasions. Appearing in court for the first time, he spoke through an urdu interpreter. His trial is scheduled for January next year.

Hyde Park, London:

In September, Abdelrahmen Adnan Abouelela, from Egypt, was jailed for eight years following a rape in Hyde Park.

In November 2024, the illegal migrant approached a woman who was walking home from a night out and then proceeded to rape her in a secluded spot.

He will be subjected to a deportation order but, due to his claims that he was tortured in Egypt, he will undoubtedly fight this order and thus make his removal difficult to achieve.

Taha Derwish, a Libyan staying in a migrant hotel on Nantwich road, grabbed at a school girl as she walked past the Royal Hotel. He has rightly been arrested for sexual assault. He should not have been in the country. The Home Office rejected his asylum claim but, due to the weakness of the asylum system, he was still in the country whilst he appealed this decision.

Didsbury, Greater Manchester:

Tadi Alemeyeha, who only speaks Amharic (spoken in Ethiopia) required an interpreter as he appeared in court in August.

He is ‘accused’ of sexually assaulting a woman.

Derby, Derbyshire:

The Somalian, Haybe Cabdiraxmaan Nur, who arrived in Britain on a small boat, “calmly” walked into a bank and stabbed the father Gurvinder Johal through the heart. He has been jailed for life.

It was revealed that Nur had accumulated a litany of convictions in other European countries. That these had not been identified is indicative of how dangerously inept our border controls are at identifying security threats.

Sutton-in-Ashfield, Nottinghamshire:

Sheraz Malik required the use of a Pashto (spoken in Pakistan and Afghanistan) interpreter as he appeared in court facing three charges of rape and the possession of cannabis. The ‘alleged’ attack took place in Sutton Lawn on 29th June.

His trial will begin on 12th January 2026.

Walsall, West Midlands:

In October 2024, Deng Chol Majek, from Sudan, followed the hotel worker Rhiannon Whyte to the Bescot Stadium station where he savagely stabbed her 23 times with a screwdriver. He was then seen dancing and drinking after the attack.

Whyte died three days later.

We do not know the actual age of Majek, an illegal migrant, and thus the judge requires an age assessment be conducted before he is sentenced.

Epping, Essex:

In July, Hadush Kebatu, from Ethiopia, sexually assaulted a 14-year-old girl and a woman whilst staying in the Bell Hotel. In September he was jailed for just twelve months.

He accidentally escaped police custody in late October and a two-day manhunt ensued. The Home Office then paid this sexual predator £500 so that he would agree to this deportation back to Ethiopia.

Following the high-profile nature of this case, Sky News disgracefully platformed the criminal and gave him an opportunity to tell his side of the story.

Horley, Surrey:

Qais Al-Aswad is an illegal migrant from Syria who sexually assaulted three different women in just three weeks over May and June this year. These assaults included grabbing bottoms and pubic areas whilst riding a bicycle (why did he have access to a bicycle?)

He was given a suspended prison sentence and a pitifully lenient community order of just 200 hours unpaid work. His defence was that he was unfamiliar with the laws of Britain.

Cardiff, Glamorgan:

The Syrian, Fawaz Alsamaou has been jailed for over three years following a terrifying sexual assault in Cardiff city centre. A woman walking home from a night out was strangled and sexually assaulted by Alsamaou under a railway bridge.

He has been told that he is likely to be deported. But this is contingent on whether appeals are lodged by the Syrian.

The Islamic extremist Hakan Barac, from Turkey, was sentenced to three years in prison for supporting Islamic State, distributing terrorist materials, and glorifying Osama Bin Laden.

Hillingdon, London:

The Afghan illegal migrant, Safi Dawood is “accused” of murdering Wayne Broadhurst as he walked his dog. Despite breaking into Britain in 2020, the authorities gave Dawood leave to remain in the country.

In late October, Dawood ‘allegedly’ stabbed his landlord and a 14-year-old before fatally stabbing Broadhurst.

Bournemouth, Dorset:

In May the Libyan, Ibrahim Zouari and the Tunisian, Houssine Nouira chased hotel workers with knives because they did not like the food that they were being served.

Zouari received a litany of other convictions after this incident, including assault on an emergency worker, and has now been jailed. His lawyer, seemingly from Hill Twine Solicitors, sought to downplay his actions by arguing that he suffered hardship in Libya because his family were pro-Gadaffi. He apparently wishes to work in construction if he is given refugee status in Britain

Bournemouth, Dorset:

On 6th July, the Syrian illegal migrant Mohammed Abdullah ‘allegedly’ raped a 19-year-old girl in a public toilet at Bournemouth beach. He required an Arabic interpreter when entering a not guilty plea at court. He has been bailed and his trial will begin in early May.

The government had given this man leave to remain in the country after accepting his asylum claim.

Bournemouth, Dorset:

Shkar Jamal, from Iraq, received a community order of just 100 hours unpaid worker after threatening a man with a snooker cue.

The starting point for such an offence is a six-month custodial sentence. But witless magistrates told Jamal that “we are not unsympathetic to your position. Whilst you made an error of judgement, since then you have conducted yourself with dignity and that helps to rehabilitate yourself in the eyes of the law.”

They finished their remarks by saying to the illegal migrant: “We wish you good fortune for the future.”

Southampton, Hampshire:

The Sri Lankan illegal migrant, Sukirthan Thangrasha has been charged with immigration violations, indecent exposure, and public order offences that took place over the summer. The police were spotted near a school conducting enquiries in relation to this case.

A trial date has been set for March next year.

Portsmouth, Hampshire:

A migrant staying at the Royal Beach Hotel in Southsea, Portsmouth, was jailed for 10 years after a violent sex attack on a woman in her 40s. Rabie Knissi, 33, pushed the woman against a parked car and tried to rape her.

He was convicted of attempted rape, assault by penetration, and actual bodily harm.

Maidstone, Kent:

In July, the Afghan Shafiullah Rasooli was found guilty of sexually assaulting two women whilst he delivered food to their door.

He was using his friend’s registration details to work in the country illegally, thus demonstrating how food delivery companies, coupled with councils and charities bending over backwards to give hotel migrants bicycles, has led to a huge security problem.

He attempted to claim that “hugging to the side” was a common way of saying goodbye in Afghanistan..

Oxford, Oxfordshire:

Iranian, Amin Abedi Mofrad, raped and sexually assaulted a 15-year-old girl, on her way back from an under-18s disco, near Westgate Shopping Centre in Oxford on 14 February 2024. He has previously been convicted of eleven offences in Germany.

His lawyers argued that his immigration status should not be reported.

The Sun won a significant victory in allowing the details of this case to be reported. Without this battle, the public would not have been aware that this individual was someone seeking asylum in Britain.

The illegal migrant Abdul Hamed, was convicted in December last year after climbing through the window of a woman’s home in the middle of the night and raping her twice. The woman’s children were also in the house.

Swindon, Wiltshire:

In March an illegal migrant from Sudan, Abdulmawal Ibrahim Adam, attempted to kidnap a 17-year-old girl as she walked home from work. He will be sentenced in December.

He had tried to talk to the girl, and then began following her once she ignored him. He then sprinted after her, grabbed her and attempted to drag her across a road. He had already served seven months in prison for entering the UK illegally. If he had been deported, rather than simply released, then this crime would not have taken place.

Nuneaton, Warwickshire:

A 12-year-old girl was ‘allegedly’ raped in Nuneaton by Ahmad Mulakhi (who faces two rape charges) and Mohammad Kabir (who is charged with kidnap, strangulation and aiding and abetting the rape of a girl aged under 13).

Inexplicably, Warwickshire police refused to provide the immigration status of these two men. However, council leader George Finch confirmed that the two men were illegal migrants seeking asylum.

Handsworth, Birmingham:

Mohammed Wahid Mohammed is a Syrian illegal migrant who raped a 12-year-old girl after giving her crisps and a vape. Before his attack, he told the girl it was “not safe on the streets” and took her into a shop where it seems that he was working illegally.

He then led her upstairs an raped her. He was given 12 years in prison and told by the judge that he “could be deported”. Many will be concerned as to why there is any equivocation about this fact.

Swansea, West Glamorgan:

Iraqi Kurd, Shalw Jamel was caught selling cannabis on the streets of Swansea whilst also working illegally in a car wash. A clear example of how criminal networks are a driving voice behind illegal migration and that many aren’t simply coming here to ‘claim asylum’.

He will serve up to half of a 12 month prison sentence before being released.

Hounslow, London:

Illegal migrant Ahmed Ebid, from Egypt, organised the crossings of 3,781 migrants from Libya to Italy whilst living in Hounslow. He has previously been convicted of drug offences in Europe, and was clearly masterminding a sprawling network of illegal migration. Yet, he was allowed to claim asylum in Britain.

Southwark, London:

The Afghan Fayaz Khan, who has an AK-47 face tattoo, filmed himself threatening to “pop,pop,pop” the Reform UK leader Nigel Farage.

He was sentenced to five years in prison, but has since posted videos of himself within prison being aggressive and confrontational.

Epping, Essex:

The illegal migrant Mohammed Sharwarq will return to Syria after serving a prison sentence for assaulting four people. He was also meant to stand trial for sexual assault but prosecutors dropped that charge. Two of the individuals assaulted were members of staff.

He spoke in court through an interpreter, as a pattern of aggressive behaviour was set out.

Westminster, London:

Three Iranian men broke into Britain, claimed asylum and then ‘allegedly’ undertook work on behalf of the Iranian intelligence service.

Mostafa Sepahvand, Farhad Javadi Manesh, and Shapoor Qalehali Khani Noori, are being held in a high-security prison having entered not guilty pleas.

Cardiff, Glamorgan:

The Iraqis Karwan Muhammad and Ahmad Arshad were arrested in August 2024, having been found in possession of 7kg of cannabis, worth £75,000. One of the two was also involved in the supply of class A drugs.

Defence lawyers put forward the mitigation that, because they were both failed asylum seekers, they had no recourse to public funds and were not allowed to work. Why did the authorities not remove them rather than allow them to engage in criminality?

Bishop’s Stortford, Hertfordshire:

The Iranian illegal migrant, Ahmadreza Khalafi was granted the right to remain in the country by the authorities.

In May he was arrested for rape and six other sexual offences against an 18-year-old woman. He will face trial in December.

York, North Yorkshire:

Eid Anwar Fathi Najjar, from Egypt, dragged a lone woman out of a nightclub before raping and sexually assaulting her in an alley. He required an Arabic interpreter during court proceedings.

He will be sentenced on Thursday 4th December.

Falkirk, Stirlingshire:

In June, the Afghan illegal migrant, Sadeq Nikzad was jailed for 9 years after raping a 15-year-old girl. He followed the girl through Falkirk town centre repeatedly asking for her phone number and uttering sexual remarks. He then led her to a courtyard where he carried out the attack.

He was convicted in March, but refused to accept that he had done anything wrong, displaying an alien and medieval cultural attitude towards women and girls.

Stockton-on-Tees, County Durham:

Al-Najjar Amir Abdulrahim, from Gaza, ‘allegedly’ had sexual communications with a 14-year-old girl for nearly two months. He then arranged to meet the child to have sexual intercourse.

It is unclear how he arrived in Britain, but he was receiving free English language lessons at a local college - at the taxpayers’ expense of course.

Earlier this year Moussa Ibrahim, from Sudan, exposed his penis in front of children and urinated at a playpark. He had previously appeared in court for theft offences and, by the time of this offence had already accumulated a series of convictions. It is unclear why he had been allowed to remain in the country.

This list is far from exhaustive, and in many instances the authorities are simply concealing the immigration status of those being charged with certain crimes.

More dangerously, mainstream media outlets have resorted to lies, misquotes, and basic statistical mistakes in order to try and conceal this problem.

Reporting by Sky News’ “data journalist” Daniel Dunford is the most egregious example of this, having undertaken a cackhanded attempt to “fact check” claims made by politicians regarding migrant crime, and the overrepresentation in certain nationalities in official statistics.

However, Dunford was found to have lied to the ONS to elicit a comment which suited his agenda. His “fact check” relied on quotes provided by the Met Police that the force later admitted had been “incorrect” due to “genuine human error”. He also revealed his inability to comprehend basic migration statistics by confusing the data category “foreign national” with “foreign born”. He also made up fake quotes that he attributed to Oxford academics.

The result was a piece that subsequently had to issue three corrections and make at least six amendments to the original text.

New research by the Centre for Migration Control (CMC) reveals that there are at least 1.9m foreign nationals claiming benefits in the United Kingdom.

In July, the DWP finally published data on the number of foreign nationals claiming Universal Credit.

It was revealed that, in June 2025, there were 1.26m foreign nationals claiming Universal Credit, having risen from 883,000 in 2022.

More recently, the Telegraph revealed that foreign nationals received £10.1bn in Universal Credit payments in 2024.

This figure looks set to balloon further in 2025, as foreign nationals received £941m in March 2025 alone, up from £726m just twelve months earlier.

Between March 2022 and March 2025, the UK spent £24.79bn on Universal Credit payments to households containing non-UK/Irish nationals.

Universal Credit represents just one type of benefit that eligible foreign nationals are able to claim, yet the DWP has so far refused to publish data on other benefit types, such as PIP, housing benefit and child allowance.

Data obtained by the CMC from the ONS shows that hundreds of thousands of foreign nationals are claiming other benefit types than Universal Credit.

The Labour Force Survey conducted between April and June 2025 shows that there were 623,377 foreign nationals claiming a benefit, or combination of benefits, that did not include Universal Credit.

This includes 474,321 just claiming child allowance, 69,561 just claiming pension benefits, 70,788 just claiming sickness/disability benefits, 15,891 just claiming housing benefit, and 10,558 claiming both housing benefit and child allowance.

This would mean that in June 2025 there were at least 1.88m foreign nationals receiving benefits from the British state.

In total there were 383,011 EU nationals claiming a non-UC benefit combination and 240,366 non-EU nationals claiming a non-UC benefit combination.

However, the Labour Force Survey is known to under-report the number of benefit claimants. This was confirmed by the ONS who told the CMC that “under-reporting of benefits in surveys is a known issue”.

A recent DWP review into the family resources survey also found that “estimates have consistently undercounted actual benefit and tax credit caseloads over time”.

This would mean that the number of foreign nationals claiming a non-UC benefit is likely much higher.

To try and ascertain the rate of underreporting, the CMC compared the number of foreign nationals Universal Credit claimants recorded by the LFS with official DWP data.

As noted above, the DWP records that in June 2025 there were 1.26m foreign nationals receiving Universal Credit, yet the LFS records just 657,219.

This means that the LFS underreports the number of foreign nationals claiming UC by 91.7%.

Were a similar underreporting to have taken place with foreign nationals claiming non-UC benefits, the figure would increase from 623,377 to 1.19m.

The potential conclusion to be drawn from this is that there are up to 2.45m foreign nationals claiming both Universal Credit and non-Universal Credit benefits.

Universal Credit combinations

Overall, the LFS reports that, including those on UC, there are nearly 123,000 foreign nationals in receipt of housing benefit, 158,000 in receipt of sickness or disability benefit, and a staggering 811,000 in receipt of child allowance.

It suggests that, of those foreign nationals claiming Universal Credit, 40% are claiming no other benefit type in tandem.

A further 36% are claiming Universal Credit in tandem with child allowance, 7.7% are claiming Universal Credit along with disability or sickness benefits, 5% along with both housing benefit and child allowance, and 3% along with both child allowance and sickness or disability benefits.

Estimates released earlier this month by the Office for National Statistics suggest that there were around 8m foreign nationals living in the United Kingdom in 2024. This would mean that a quarter of foreign nationals living in the UK are on some form of welfare support from the British state.

Of course, many foreign nationals living in Britain are not yet eligible to claim benefits as they have no recourse to public funds (NRPF).

Estimates by the Centre for Policy Studies suggest that of those millions of foreign nationals who arrived under the last Conservative government, and the so-called ‘BorisWave’, 800,000 will ultimately go on to receive Indefinite Leave to Remain (ILR).

Oxford’s Migration Observatory has suggested that at the end of 2024 there were 430,000 foreign nationals living in the UK with ILR. Shockingly, DWP data shows that in May 2025 there were 208,251 people with this status who were claiming Universal Credit - a staggering proportion of the total number with this status.

The LFS itself reveals interesting data on the routes that foreign national benefit claimants used to arrive in the UK.

35% (663,000) of all benefit claims were made by foreign nationals who had arrived in the UK to work.

9.4% (179,500) of all claims were made by foreign nationals who had arrived in the UK to study.

30% (580,000) of all claims were made by foreign nationals who had arrived in the UK as a dependant or family member. Nearly two thirds of these claims (61%) were made by non-EU nationals.

7.5% (144,000) of all claims were made by foreign nationals who had arrived in the UK as someone seeking asylum.

Noting the massive underestimate it has made of UC claimants, the data from the LFS is nonetheless startling in and of itself.

It suggests there were 1,897m active benefit claims made by foreign nationals between April and June 2025, new research by the Centre for Migration Control can reveal.

54% of those claims were made by EU nationals (1,027,000) and 46% by non-EU nationals (869,000).

A further 1,479m claims were made by foreign born individuals who now held British citizenship.

This means, in total, there were 3,376m benefit claims being made by individuals who were born outside of the UK.

The number of foreign nationals convicted of sexual offences increased by 62% between 2021 and 2024 - jumping from 687 to 1,114.

The British convictions rate for these crimes increased by 39.31% over the same time period.

The seven nationalities which are most likely to cross the English channel on small boats, and which accounted for 76.9% of channel crossings in 2024, saw a 110% increase in the number of sexual offence convictions between 2021 and 2024.

The increase in the number of foreign national convictions is over three times greater than the increase of British national convictions.

The total number of non-summary convictions of foreign nationals increased by 19.4% between 2021 and 2024, from 17,467 to 20,866. In contrast, the number of convictions of British nationals increased by just 5.9%.

This means foreign national convictions increased at a rate 3.2x higher than the British conviction rate increase.

The total number of non-summary convictions increased by 11,752 between 2021 and 2024. Foreign nationals accounted for 29% of the conviction increase between these dates.

There was a decrease in foreign nationals convictions for violent offences and fraud offences between 2021 and 2024.

Foreign nationals account for roughly 1/4 of the city’s population, with many more foreign born individuals having obtained British citizenship.

The FOI request read as follows:

“I wish to make a freedom of information request and would be grateful if you could supply the following information, broken down by nationality (note - in any instance where an certain nationality has fewer than 5 results, please use FOI best practice and simply provide the appropriate response of "<5") for the years 2018 - 2024

- the total number of arrests by your force (and broken down by nationality) that led to an individual being proceeded against for each detailed offence within the following offence groups: "violence against the person" and "sexual offences".”

Between 2018 and 2024, there were 7,798 arrests by the Met which led to further action being taken against the individual.

Of these, 4,631 were British nationals - including foreign born individuals who had obtained British citizenship. A further, 358 were of an unknown nationality, and 2,809 were identified as foreign nationals.

In 2024, there were 1,601 arrests which led to further action being taken. 597 of these were of foreign nationals, 149 were “unknown”, and 855 were British nationals. If we remove unknown nationalities from the equation, then 41% of all charges for sexual offence were foreign nationals. However, if we assume that a significant proportion of those whose nationality could not be identified we foreign nationals, then up to 47% of charges last year were laid against foreign nationals.

Between 2018 and 2024, the charge rate for British nationals, per 10,000 of the population, was 6.5. The data reveals wide discrepancies between different nationalities and their likelihood to be charged for a sexual offence.

The top 10 nationalities reveal clear similarities, and is something which policymakers should be giving due consideration to when deciding on how to manage Britain’s borders.

The league tables below show the charge rate, per 10,000, for each nationality between the years 2018 and 2024.

The Office for National Statistics (ONS) recently published information on births in England & Wales for 2024, the release is available here and covers the total number of births, the parent country of birth, ethnicity of births, birthweight and other factors.

At a glance, there were 594,677 live births in England & Wales, a slight increase over 2023, but still well below replacement rate and the mini ‘baby boom’ that was observed between 2007 and 2012.

The proportion of births to foreign-born mothers in 2024 stood at 33.9%, the highest on record and an increase from 31.8% in 2023. In isolation, however, this figure is meaningless, as it doesn’t show the speed and scale of the demographic change that is taking place because of mass-migration.

The ONS has recorded the percentage of births in England & Wales to foreign-born mothers since 1969, though this data is split across multiple datasets and is not readily published on the ONS website.

Table 2a of the ‘Parents’ country of birth’ covers 2003 to 2024, and Table 1 of the ‘Births in England and Wales: summary tables’ covers 1969 to 2002.

The chart below shows the percentage of births in England & Wales to foreign-born mothers, from 1969 to 2024.

We can see that this figure has increased massively in recent years, coinciding with the record levels of immigration we’ve seen post-2021, dubbed the Boriswave.

From 1969 to 1997, the percentage of births to foreign-born mothers was relatively stable, hovering around the 11-13% mark. Then, after the election of Tony Blair in 1997 (who in his first year, increased net-migration into Britain from 48,000 to 140,000, an increase of 192%) the percentage of births to foreign-born mothers has increased exponentially.

In 2000, births to foreign-born mothers exceeded 15%, then they broke 20% in 2005, 25% in 2010 and crossed the 30% mark in 2022. Since the year 2000, births to foreign-born mothers have increased 118%

The ONS also collects data on the number of births in England & Wales to foreign-born fathers. This data only covers 2008 to 2024, but nonetheless shows similar trends. Table 2b of the ‘Parents’ country of birth’ covers 2008 to 2024.

The chart below shows the percentage of births in England & Wales to foreign-born fathers, from 2008 to 2024.

As you can observe, the percentage of births in England & Wales to foreign-born fathers closely mirrors that of foreign-born mothers. In 2008, 24.1% of births were to foreign-born fathers, by 2011, this figure was 25.2% and as with births to foreign-born mothers, births to foreign-born fathers broke the 30% mark in 2022 as well.

Since 2016, the ONS has collected data on the number of births to any foreign-born parent. This information is available in Table 6b or 7a (varies by release) of the same document and must be acquired individually from each document, the ONS does not summarise this figure over the years.

The chart below shows the percentage of births in England & Wales with at least one foreign-born parent, from 2016 to 2024.

Even with the more limited scope and the data only going back to 2016, we still see a substantial increase post 2021 and record number of births with a foreign-born parent, which stood at 39.5% of all births in England & Wales in 2024. For England, this figure is even higher, standing at 40.4%, meaning 4 in 10 births in England have at least one foreign born parent.

We also have data from the ONS on the percentage of births in England & Wales where both parents are foreign born, this data covers 1999, then 2003 to 2024.

The chart below shows the percentage of births in England & Wales with foreign-born mothers & fathers, from 1999 to 2024.

In 2024, 26.7% of births in England & Wales, over ¼ of all births, have parents who are both foreign born.

In 1999, this figure was just 8.6%, breaking 15% in 2007 and 20% in 2015.

Finally, we can look at the percentage of births in England & Wales to parents who were both born in the UK.

The chart below shows the percentage of births in England & Wales with UK-born mothers & fathers, from 1999 to 2024.

We can see that in 2024, just 57% of births in England & Wales were to mothers & fathers who were both born in the UK, which is even a substantial drop, even from 2021, where 62% of births had UK born parents and is a far-cry from the 1999 figure, where 73% of births in England & Wales had parents who were both born in the UK.

Massive demographic change is taking place in Britain.

The Home Office previously admitted it had been unable to reestablish contact with a third of these cases. This could mean that 15,000 asylum seekers - most of whom will have arrived on small boats - have been lost to government officials over that period. This reveals the folly of accommodating unvetted individuals in hotels and unsecure accommodation around the country.

The Home Office must urgently account for the precise whereabouts of each of the 45,272 individuals who have had their asylum applications “implicitly withdrawn”.

This research comes just a week after the Casey review identified the involvement of asylum seekers and foreign nationals in the grooming gangs, and a month after Iranian spies were found to have crossed the channel in small boats and claimed asylum.

This is further proof that asylum seekers should be kept in secure accommodation whilst their applications are being processed - to ensure that the number of “implicit withdrawals” falls to zero. Further, any individual who has crossed the channel should be immediately detained with no prospect of claiming asylum.

About implicit withdrawals

Home Office guidance says that asylum applications will be implicitly withdrawn if the individual fails to keep regular contact with government officials.

In 2023, the Home Office reported that a third of individuals whose cases have been implicitly withdrawn that year remained in the country with government officials unable to make contact with them. The remainder are either believed to have left the country or have reengaged with the Home Office.

The Asylum Support and Appeals Project says that “more typically, we have found that implicit withdrawals occur when a person claims asylum and then shortly after they leave HO accommodation and go ‘underground’.”

Research by the IPPR sets out that many “withdrawals have lost contact altogether” with the Home Office and “may be working in the informal labour market”

Between 2019 and the Q1 2025, there have been 45,272 “implicit withdrawals” of asylum applications:

If we assume that the Home Office figures that indicate a third of implicit withdrawals completely disappear, then we presently have 15,000 unvetted individuals running around the country without the Home Office knowing anything about their whereabouts or intentions.

This is a huge embarrassment for the Home Office. They have lost touch with potentially tens of thousands of unvetted males, who are now likely operating in the criminal underworld and posing a threat to public wellbeing.

Every individual crossing the English channel should be detained in rudimental accommodation - they should not be placed in unsupervised hotels where they are free to do as they please. We now know that asylum seekers are both a threat to British children, participating in the grooming gangs, and to national security with it being reported that several Iranian asylum seekers were working to undermine national security.

It comes a week after the Centre for Migration Control, having obtained data from the Ministry of Justice, revealed that foreign nationals accounted for up to a third of sexual assault convictions in 2024.

It also shows that foreign nationals accounted for a quarter of all “rape of a female over 16” convictions last year, despite them accounting for roughly just 10.9% of the population.

Across all sexual offence categories, there were 1,118 known foreign national convictions which accounted for 15% of convictions which, when “unknown” nationalities are added, could take the true figure as high as 22% of the total number of sexual offence convictions.

The findings come as the Centre for Migration Control launches a new campaign urging parliamentarians to introduce an immigration “red list” - as recently introduced by US President Donald Trump - to make it much harder for migrants from “high risk” countries to reach the UK.

About the data

This data was drawn from the Police National Computer by the Ministry of Justice following an FOI by the Centre for Migration Control. The request read as follows:

“I wish to make a Freedom of Information request. Please provide information on the total number of convictions recorded across England and Wales for the calendar year 2024, as well as this information broken down by notifiable offence type and nationality.

e.g. Violence against the person: Spanish 76, Finnish 14 and so forth.

If possible, please also further breakdown the information within the "sexual offence" category by the sub-offence types within this grouping e.g. rape, unlawful contact with a minor, grooming, voyeurism. Please also provide the info for each of these sub-grouping by nationality. e.g. rape: Belgian 9, Honduran 2 and so forth.”

Sexual assault on a female

Of the 1,453 sexual assault convictions which took place - 380 were of foreign nationals whilst a further 118 were of nationalities recorded as “unknown” and thus a number will be foreign nationals.

This would mean that, including those with “unknown” nationalities, foreign nationals accounted for up to 34.27% of all convictions for “sexual assault on a female”.

If we were to remove “unknown” nationalities from the dataset, foreign nationals would still account for 28.46% of these types of conviction.

Owing to considerations of confidentiality, the Ministry of Justice replaced those nationalities with fewer than five convictions with “c”. These account for 127 convictions which, although we do not know their exact distribution across the different foreign national groups, are confirmed by the MoJ as having taken place by non-British citizens.

The figures would mean that the conviction rate for foreign nationals is 5.75 per 100,000 of the population and 1.77 per 100,000 for the British population - a conviction rate which is 224% higher. In other words, foreign nationals are convicted for sexual assault on a female at a rate 2.24 times higher than the British population.

Even if we adjust the overall populations of the British and foreign nationals just to include those of working age (16 - 64), foreign nationals have a rate which is 150% higher at 7.3 per 100k compared to 2.9 per 100k.

Rape of a female aged 16 or over

The research also shows that foreign nationals accounted for up to a quarter of all rape convictions in 2024.

Of the 720 convictions for “rape of a female aged 16 or over”, 155 were of foreign nationals and a further 42 were of an “unknown” nationality. 523 were attributed to individuals whose nationality was listed as either “United Kingdom”, “England”, “Scotland” or “Wales” (72.6%).

If we exclude those of an “unknown” nationality from the dataset, then 22.86% of rape convictions were of foreign nationals. If we join the “unknown” nationals to the foreign national data, then this would mean that up to 27.3% of rape convictions last year were of migrants.

Owing to confidentiality reasons we are only able to see the convictions attributable to 9 foreign nationalities. These are:

The figures mean that the conviction rate for foreign nationals is 2.3 per 100,000 of the population and 0.97 per 100,000 for the British population - a conviction rate which is 142% higher.

Age adjusted, the conviction rate for foreign nationals is 3.01 per 100k compared to 1.61 per 100k for British nationals. This would make the foreign national conviction rate 86% higher.

Total sexual offence convictions

There were a total of 7,874 sexual offence convictions in 2024 of which there were 1,118 known foreign national convictions and a further 614 with an “unknown” nationality. This would mean that foreign nationals accounted for between 15% and 22% of sexual offence convictions in 2024 (depending on the classification of those “unknown” convictions).

The figures mean that the conviction rate for British nationals is 1.13 per 10k, whereas for foreign nationals it is 1.69 per 10k, a rate which is 48.7% higher. If we include “unknown” convictions in the data, then the conviction rate for foreign nationals is 130.3% higher (1.13 per 10k compared to 2.62 per 10k).

Population figures.

These figures come despite the foreign national population of England and Wales being estimated at 9.3% in 2021 (using annual population survey data). Using ONS data on immigration and emigration to the United Kingdom (note: not England and Wales meaning we have been overly generous in the size of the foreign national population in E&W and will thus make figures more conservative), along with Home Office data on citizenship grants, we can roughly calculate that the foreign national population as of the start of 2024 was 6.6m (or 10.9% of the population).

However, several years on from the collection of the most recent nationality data, and owing to the absence of exit checks for foreign nationals emigrating from the UK, any attempt to do a per capita rate on an individual basis would likely require unverifiable assumptions regarding attrition rates of different national groups. As such, the best level of analysis can only take place at the broad level of “foreign nationals” vs “British nationals”.

It is of course worth noting that a significant number of foreign born people have been awarded British citizenship in recent years and are thus likely inflating the actual British conviction rate.

There are 1.15m foreign born individuals living in Britain who are claiming some form of working age benefit, including Universal Credit and housing support.

This figure is drawn from the 2019 edition of Nationality at point of National Insurance number registration of DWP working age benefit recipients, and reflects the trend of the preceding years.

The breakdown of benefit type being claimed by migrants is as follows:

A combination including out-of-work Universal Credit: 224,756

A combination including in-work Universal Credit: 192,125

A combination including Housing Benefit: 467,036

Other (including legacy benefits such as JSA): 158,124

When cross-referenced with ONS figures from 2021, we are able to calculate the relative claim rate of each country of origin in the UK. The results show that there are 40 country of origin groups in the UK who have a higher benefit claim rate than the British population (107 per 1,000). The top 10 are as follows:

There are 27 countries of origin which have a higher working age benefit claim rate than the British.

So where are we in 2025?

These figures are from 2019 and in the interim we have seen 1.3m people be given Indefinite Leave to Remain or settled status under the EUSS between 2019 and 2024. This legal status is an anachronism, created when the UK was running net negative migration and allows migrants to effectively enter the ante-room to British citizenship. Using Home Office data on the nationality breakdown of those receiving ILR and EUSS, and cross-referencing it with the data above, we can forecast that the welfare burden has already, or is likely to in the foreseeable future, been increased by an additional 196,866 overseas individuals.

This includes a further 27,000 from Romania, 11,000 from Italy, 10,000 from Portugal and Poland, 9,000 from Bulgaria, and 4,000 from Slovakia. The EUSS, and the politicians who designed it, have a lot to answer for which will be the subject of a later analysis.

What does this cost?

Well the DWP are very poor at collecting information on the amount that is actually paid in working age benefits to migrants. But fortunately the Centre for Policy Studies were able, via FOI, to ascertain that in 2023 households with at least foreign national (note, not a foreign born individual who has subsequently been awarded British citizenship) received £7.6bn in Universal Credit.

But this is only half the picture

These individuals are also consuming public services, requiring increased expenditure from the Treasury to cater for their presence in Britain. In September the OBR produced, for the first time, an analysis which suggests that low-wage migrants are a fiscal cost (even before we include welfare payments) on the Treasury at every stage of life.

The CMC submitted an FOI to the OBR and can show the underlying workings (which are still far too conservative in estimating the costs, but nonetheless a starting point):

These figures represent the fiscal profile of a migrant who has just been awarded ILR. The tax take assumed (not just income tax, but all indirect taxes) suggests an assumption that a low-wage migrant recently settled in the UK will be earning roughly £25,000 a year,

The base cost of a low-wage migrant is £2,000.

The clear problem with this estimate, of course, is that the costs of providing education to the children of low-wage migrants are not included in this forecast. The CMC has previously calculated that the costs of dependants, including children, arriving under the ‘Boriswave’ will amount to £35bn by the end of the decade.

However, if we take these figures at their word (although, again, they are more than likely a significant understatement) then those migrants on an in-work benefit (UC or housing support) will on average be costing the taxpayer a further £2,000 in public spending (were we to do the OBR’s job for it, and include the cost of educating children etc this figure will likely be closer to £3,000).

£2,000 multiplied by the 659,161 on in-work benefits (2019 figures) produces a bill of £1.31bn.

Then we have the 382,880 on out-of-work UC or JSA. The total fiscal position of these individuals (before welfare) is not accounted for in OBR figures. But if we take the official body’s assumption of spending equating to £7.7k and then generously assume that £1.7k is being paid by these individuals through indirect taxes, we have a proposed net cost of £6,000 for a migrant claiming out-of-work benefits. This would give us a further cost to the Treasury of £2.29bn. In total, the cost of non-welfare expenditure for migrants on benefits would total £3.6bn.

NOTE: this figure does not take into consideration the cost of expenditure for the projected 196,866 further migrants who, since 2019, are likely to have begun a benefit claim or will do so in the foreseeable future.

It should also be noted that these figure DO NOT includes those benefits administered by HMRC, such as Tax Credits or Child Benefit. These figures are therefore understating the problem.
